OAKLAND (KRON) -- Ellen Cervellon says she's the administrator at Oikos University that One Goh was targeting in a shooting rampage at the Oakland school on Monday.

Cervellon says Goh was angry at her when she couldn't authorize a full refund for him when Goh dropped out of school.

Police have said Goh was targeting a female administrator when he came to campus on Monday with a gun.

Investigators say he opened fire when learning Cervellon, the nursing program director, wasn't there.  Goh has also reportedly told police he was angry because he thought other students at the school had bullied the 43-year old man and made fun of his English language skills.  Cervellon says she heard similar complaints from Goh.

She disputes reports that the former student had been expelled.

"He was never forced out, he showed no behavioral programs, and he was never asked to leave the program," she said in an interview with The Associated Press. "He decided on his own to leave the program."

The nursing administrator says she's come to realize Goh wanted to kill her first in the days since the attack.

"In talking to several of the students and faculty who were there, I think he was looking for me. I have that weight on my shoulders and I don't know what to do with it," she told The Associated Press, her voice quivering with emotion. "Every single one of those students were going to be an excellent, excellent nurse. They're in my heart and they always will be."

Cervellon says she has not yet talked with Oakland police.
